Centralized Enrollment Clearinghouse Project (CLER) Home Page – The National Finance Center (NFC), U.S. Department of Agriculture (USDA) will design, develop, implement, and comprehensively operate a Federal Employees Health Benefits (FEHB) Centralized Enrollment Clearinghouse System for the Office of Personnel Management (OPM). This system will receive electronic FEHB enrollment data from health insurance carriers and Federal Government payroll offices on a quarterly basis for approximately 4 million health benefits enrollees (i.e., approximately 8 million records). Component Based Methodology Handbook – This document describes the Component based Methodology (COMET). This methodology is developed during the OBOE project. COMET focuses on using BO and Business concepts to analyse and design business information systems. COMET is basically influenced by concepts of the OOram Methodology, Jacobsons Use Cases, OMG’s MOF/OA&D/BOF architecture and of ISO RM ODP. COMET models are modeled using the UML notation. COMET is a Use Case Driven methodology and Modeling Use Cases are an important task in the COMET process.
